In the performance based design framework of IEC 61511, the designer has the freedom to pursue cost optimization goals. However, the designs must be verified to meet the performance requirements of the standard. These design requirements can be simplified into three essential issues:
1. SIL capability
2. PFD avg
3. Architecture constraints
Many believe that if SIL certified products are purchased, the entire problem is solved. However this only meets one of the three goals.
